Atlas makes use of Onionoo as its backend and the semantics behind these
fields can be found in Onionoo's documentation:

In particular, you are interested in the fields are "bandwidth_rate",
"bandwidth_burst", "observed_bandwidth", and "advertised_bandwidth".
