Godaddy and most other domain providers will provide some hosting space.

Also, your home ISP account will often come with 20M space - by the
sound of it massive compared to your needs.

Perhaps buy an OpenWRT compatible router or adsl modem, and run Tor on
that to host your site from home. That's what I would do if I were not
expecting any significant traffic.

(I'm assuming your site content is legal in your jurisdiction, and I'm
kind of pointing out how many assumptions you have left us to make.)
