They did some internal measurements and realized that the number of
people connecting to Facebook over Tor was growing and had become huge:

To put that into context, that means something like 1 out of every 1000
Facebook users connected to Facebook over Tor in the month of April 2016.

So yes, they needed an internal champion to get them to do the
measurements, but after that the measurements spoke for themselves.
