I'm not aware of any ntpd that allows use of SOCKS -- but why do you want an anonymously accurate clock, anyway?

Actually .. I stand corrected. There is no implementation of NTP that uses TCP (AFIK), but you could use the signifigantly less accurate 'rdate' or 'daytime' -- both of which use TCP. How to socksify those, I don't know.
