mode) through Tor. Given that you, or someone whom you trust, are
running the Mumble server, and that traffic is routed by VPN through

I think so. Because it can use UDP through the VPN tunnel, there's
virtually no break-up. Latency is high (1-2 seconds) but that's just a
fact of using Tor. Voice quality is better than typical cellphone.
Mumble was expressly designed for high-latency connections, so it has
good interactive tools for optimizing voice quality.

I've heard good things about Jabber. However, all SIP apps depend on
third party servers. And SIP servers are much harder to set up than
Mumble servers.
