Well, I've thought of much simpler Primary Server interface.  Something
like the set of functions or OO interfaces with compile-time binding.  They 
would be packages as a library and the Secondary Interfaces would use
them.  Such way there will be no overhead at small installations, where
everything -- the repository, the primary server, the secondary one and the 
tool are on the same computer.
