Daemons and documenting

I will upload the new initscripts tonight and this brings up the
changes made to have automatic routing of traffic when PPP/ISDN links
are activated or unactivated.

Daemons needing to do anything special when the links cahneges state
should provide a shell scrpt in /etc/sysconfig/network-scripts/dial-up
accepting the arguments "online" and "offline"

I think we should have a page in the web site documenting the Indy
specific standards.
