 For whatever reason, http://www.reading.gov.uk is not the same as
 https://www.reading.gov.uk, so the UKLocalGovernment rule blocks access to
 Reading's website.

 I'd suggest this is a defect with the website ;-) feel free to contact
 them to resolve this. It might even be worth generating a test tool to
 compare the results of a GET with/without using HTTPS-E rules to find more
 cases like this.
