 Upgraded to 0.2.4.7-alpha-dev (git-127cb39ffcacbcd9) and I too am seeing
 those messages, among other things:

 Please consider using the MaxAdvertisedBandwidth config option or choosing
 a more restricted exit policy.

 circuit with channel state open
 to 60000ms. However, it appears the circuit has timed out anyway. 4 guards
 are live.

 The first message was kinda expected because at the time there were really
 a lot Tor connections open and the box (powerpc) was somewhay busy. I just
 put the message in here because it appeared at the same time as the "No
 circuits are opened" message.
