Comment (by Kelley):

 The curriculum framework is complete and inventory of key materials
 available within Tor have been identified.  The materials inventory will
 continue to evolve as new sources become available within and outside of
 Tor.

 Next steps:  1) budget for curriculum writer (could also be coupled with
 the technical writer), 2) write brief description of project and 3) begin
 recruiting to begin work by 8/15/14.
