 Hang on. Before we make this change I want to figure out what it means for
 eventually letting servers choose better ciphers.  Since clients can (and
 do) advertise ciphers that they don't really support, we need to figure
 out whether servers can _ever_ support a better ciphersuite than the ones
 they currently provide.
