 Aug.  So it seems that with bufferevents enabled, reachability testing
 never succeeds?  The OR can't find itself to be reachable, and the
 authorities can't find it to be reachable either?

 I was under the impression that when I tested in a private network,
 circuits were indeed built.  Can you reproduce this on a platform where
 this occurs?

 If that's right, this might mean that bufferevents-using tors can
 handshake with each other, but not with non-bufferevents tors.  If that's
 so, I wonder how far they get before the handshake fails.  If not, I
 wonder which part of the reachability testing goes wrong.
