 I've selected a bandwidth limit of 512kbps in Vidalia and my upload is
 800kbps. But Tor doesn't seem to respect this setting. If I look at the
 map in Vidalia I'm sometimes reported as much higher (64kBps). How can I
 stop Tor from sapping my entire upload pipe?
