 RelayBandwidthBurst should always be greater than or equal to

 There are ways to distinguish the two activities, but Tor exit policies
 will never be able to support them.

 Do we want to change the behaviour of Vidalia's settings GUI here (always
 setting RelayBandwidthBurst to 2*(value of RelayBandwidthRate))?
