 This involves the following:

 * Build the oonibackend rpm on one of the mlab slices

 * Install the oonibackend rpm on mlab2.nuq0t.measurement-lab.org

 * Start the oonibackend as a collector and test helper for the
 http-header-field-manipulation test

 * Run ooniprobe against such collector and verify that the report
 is being created.

 * Update the ooni canonical bouncer with the details of this new
 collector and verify that ooniprobe will send data to the
 collector
