Another possibility is that thunderbird doesn't use the http proxy,
or doesn't use it the way we expect, when speaking the nntp protocol.
Privoxy only handles http/https, after all.
Thunderbird does work with nntp over Tor when it has Tor set as its
socks proxy (skipping Privoxy). Naturally the news server you're
contacting needs to allow connects from 'wherever'.
