Your server isn't reachable from the outside world is the first problem.
A tcptraceroute to port 9001 stops at do.lub-ru2.z.lub-r1.tpnet.pl
(212.160.0.22).  As far as I can tell, no traffic is allowed inbound
past that point.

First thing what is your internet connection setup ?
If you are using TPsa for your internet connection my questions are:
What kind of modem/Router dou you have?
If its usb attached modem ie sagem 800 the only thing to check for is
your local firewall setup, but if you are using LiveBox router then
You should check that You configured port forwarding on it.
(as far as i know TPSA and Dialog are not blocking Tor)
