if the tor server is runing You can try to open connection to it directly from php (if your server configuration allows it) here is the command that allows this http://pl2.php.net/manual/pl/function.fsockopen.php

How would I do this server-side? It's not really feasible for me to run nmap from the server. Can it be done in PHP? Or did you mean, perhaps, directing a user to, say, grc portscan so they scan their own ports?
