Determining bandwidth

If my log says

Oct 30 08:40:17.801 [notice] Average bandwidth: 9562004613/296511 =
32248 bytes/sec reading
Oct 30 08:40:17.801 [notice] Average bandwidth: 10574671010/296511 =
35663 bytes/sec writing

do these figures represent bandwidth consumed, or useful bandwidth
delivered? At the indicated rate, I'm on target for 166 GB per month.*
I have to pay $$$$$ if I reach 200, so I'm curious how much overhead to
add in order to see what my ISP believes.

*Anyone trying to reproduce my figures needs to know that my "month" is
365.24 / 12 days, and my "gigabyte" is 2^30 bytes.
