Doesn't the GNU autoconf package make it a lot easier to deal with this
sort of thing?

I think it even comes with a command (autoscan) that searches your
source code for portability problems.

Disclaimer: I've never used it myself, but it seems fairly popular in
the portable, free software world.  Even Mozilla just switched to using
it (according to LWN).
