Does it have to be W3C i was using them as an example I believe there are 
other standards groups that push XML, OASIS does the problem with most of 
these standards group is the cost it takes to become a member. Oasis is 
the same way. Now you can be an individual member for 250 USD with oasis
W3C wants 5 grand
