It's the "start-up" issue... we use TYPO3 which has something
like an *excess* of documentation, sometimes.

It is also very nice at more boring maintenance issues, 
unlike Mambo and a bunch of other, simpler buggy software.

It's also not really up to time-sensitive tasks when one 
doesn't know the system already.

Drupal was runner-up in our internal review, and it had quite
interesting community site bunch-oriented features like
distributed logins back then; it also has raided bugtraq@
rather rarely since.
