What all things you want to localize? I guess language won't be a problem for Laos.

to be honest they could probably use the system in English, but I assume they will needÂUnicodeÂinput so that they can type in Laotian language for names and places. Â

In my experience, most needed localization/customization will be examination and grading related, which you can do yourself if you have expertise in Ruby on Rails or hire an ROR developer.

I am not a programmer Âbut I would guess we can find a local developerÂcapableÂon RoR.. ÂI'll ask around for that one.
