hello,

this is exactly why government sponsored initiatives for education
material "warehouses" on the internet are miserable failures.

they represent the interests of the warehouse employees,
and no one else.  and i don't mean the developers, i mean the
storefront clerks that run day-to-day operations.

there are many other examples here in the u.s.
