Broader than that, I would look at community groups in general that
have a focus on using technology in education.  This might include
LUGs, community nets (freenets), libraries, and outreach groups of
various sorts, e.g. CACTUS at Tulane and their NOTAP project
(New Orleans Technology Assitance Program).  See
http://www.tulane.edu/~cactus/, specifically the projects page.  Some
time ago someone from NOTAP contacted Debian Jr. to see if it could be
used in their program.  I have since then not been in touch.  Perhaps
it is time to renew that contact.
