Internationalization is started.  Maybe 1/3 of the strings are done. 
Maybe less.  I think I've got a handle on that though.  I've included the
translation interface right in the web interface itself.  If people with
internationalization experience want to confirm that I'm doing this right,
I'd appreciate it.  You can log in to the demo at k12admin.cmsd.bc.ca as
frenchteacher/demopass, and click on "Domain Tools" and "Localize String
Database".  I apologize in advance for my terrible attempt at French
translations.  It's been a looong time, pour moi, since I studied French
in school.
