In my experience, nothing, really. Back at school, we (a couple of friends 
and I) showed one of the deputy headteachers (who was essentially in charge 
of authorising payments on computers, and what software to use) a web proxy 
running under Linux that allowed everyone who connected through it access to 
web and FTP sites. He seemed reasonably impressed, but still refused to use 
it, instead spending about GBP9000 (or so) on an NT server for internet 
access.
