Check out a little program called 'bing' which estimates the bandwidth
between two points on a network. It's cool.

Are these download rates consistent with what you get in the same building
on a different network segment. If you're a lot slower than the rest of the
building, then it's your problem. :-( If you're getting the same, relatively
slow speed as everyone else then it's everyone's problem.
