 I'm thinking that the n23-4 branch has a problem with downloads exceeding
 a few hundred kilobytes.  Some of these downloads never finish nor time
 out.  The larger the file to be downloaded, the more likely to end up in
 such a situation.  See

 this info-level log] of a webclient.  Note how there's no progress after
 receiving 247707 bytes of download 2 (timestamp 0:53:34:295277).
