No, it's not about money. Let me briefly explain why.

In late May, the VPS was shut down without any prior notice to me, then
the ISP explained that I should apply for an ICP license for the mirror
domain (http://en.wikipedia.org/wiki/ICP_license) which I regarded as a
ridiculous requirement. I deactivated the mirror and the VPS was opened
up again. One month later I activated the mirror and it ran well till a
few days ago.

You see, I've been doing an unlawful thing (albeit stupid law) for a
long time, and I worry about being caught again at any future time, so I
decide to leave off.
