One of my steps in debugging errors like this is to refetch and reimport
a fresh copy of the repository signing key.

E.g. by running something like

# wget -qO- https://deb.torproject.org/torproject.org/A3C4F0F979CAA22CDBA8F512EE8CBC9E886DDD89.asc | gpg --import
# gpg --export A3C4F0F979CAA22CDBA8F512EE8CBC9E886DDD89 | apt-key add

(Technically, only the apt-key part needs to be run as root. So feel
free to change it around so other parts are run as your normal user, if
you're comfortable doing that.)
