[f-cpu] New fctools 0.2 on seul.org

Subject says it all.  I uploaded fctools-0.2.tar.gz to the usual place.
It should work with devik's next gcc release (not the current one).
At least I was able to compile and assemble a number of source files
with as 0.2 and an intermediate version of gcc.
