    Add s_clib_symbol_invalidate_data().
    
    This allows a symbol's data to be reloaded from disk without
    invalidating the full symbol data cache.

Status in GPL Electronic Design Automation tools:
  Fix Committed

Bug description:
  If I update a symbol that I've used before, then the update fails.

  To reproduce:
  * place a (user defined) symbol
  * goto the symbol (hierarchy symbol)
  * edit the symbol and save it
  * go the hierarchy up
  * update the symbol --> nothing happens.

  If you refresh the library in the component chooser before updating,
  the update works fine.
