You can only mark a "bugtask" as invalid, or change the thing it
affects. It cannot be deleted. I think the idea is to record the status
someone has marked of this bug in a given package / project, even if it
is not a valid bug there. It also matches up with the fact you could not
delete the last "bugtask", otherwise the bug would be orphaned,
allegedly affecting nothing.
