gEDA-bug: [Bug 710592] Re: gschem should not complain about missing config files in the project dir

** Description changed:

Traditionally, gschem complains in the log window if a project file does
not contain a gafrc or a gschemrc file.

  e.g.:
ÂÂÂUnable to parse config from [./gschemrc]: No such file or directory

This irritates newbies, because it looks like an error which should be
fixed. Depending on the needs of the project, it might be perectly
- acceptable to hve no localized config files.
+ acceptable to have no localized config files.

  Suggestion: Don't emit the warning.
