gEDA-bug: [Bug 710592] [NEW] gschem should not complain about missing config files in the project dir

Public bug reported:

Traditionally, gschem complains in the log window if a project file does
not contain a gafrc or a gschemrc file.

e.g.:
ÂÂÂUnable to parse config from [./gschemrc]: No such file or directory

This irritates newbies, because it looks like an error which should be
fixed. Depending on the needs of the project, it might be perectly
acceptable to hve no localized config files.

Suggestion: Don't emit the warning.
