Summary: Zoom using mouse scroll-wheel

Initial Comment:
Test change to mouse scroll wheel behaviour

As scroll up/down is no more special in a schematic
than scroll left/right, it seemed fitting that both
should use a modifier key when operating the scroll
wheel on the mouse.

A highly useful action though, is zoom in/out, which is
used constantly throught schematic development, and is
also a good way of moving between areas on the
schematic (zoom out -> move mouse, zoom in somewhere else).

For the moment this is hard-coded (just as the existing
scroll wheel behaviour is).

New modifiers:
NONE = zoom in / out
Shift = up / down
Control = left / right (as existing)
