Summary: gschem: better support for split symbols

Initial Comment:
It is good practice to split some features of integrated components into a set of different symbols. If all parts of a component receive the same refdes atrtribute gsch2pcb correctly unites them to a single component. However, there are a few issues:

* The DRC backend of gnetlist complains about multiple assignments of a refdes. These false positives reduces the value of this important check.

* There is no way for gsymcheck to examine consistent definition of a set of symbols.

* There is no check whether all splits of component were included in a schematic.

Suggestion: Split symbols should be supported much like slotted symbols are. Have attributes "numsplit" and "split". These attributes should allow a split aware DRC check.
