Summary: Scroll wheel events don't get through on Win32 port

Initial Comment:
Something seems to be eating the scroll-wheel events on the win32 port. I get a small icon with a miniature scroll-bar shown when I use the scroll-wheel on my touchpad, but no scrolling happens in gschem.
