Bad phrasing on my part.

If I see a pin with a no connect symbol it shows me that the designer
has purposely left the pin unconnected. If I see a pin left unconnected
it could be (1) intentional or (2) the designer forgot about the pin or (3)
the designer hasn't completed the schematic. Using no-connects
and checking for them I catch 2 and 3.

My preference would be to have a warning (that could be enabled or
disabled) listing the pins as unconnected. The designer would decide
whether it is worth the effort
to attach no connects to the pins or not.
