gEDA-user: New polygons are not cleared

Sometimes it's very difficult to join a via to a plane with overlapping
polygon. One first draws the polygon and then he presses 's' and instead
of hitting the small polygon he persistently hits the big one.

I suggest to make additional option "new polygons are not cleared" -
similar in placement to "new arcs, lines clear polygons". These would
allow to make these polygons directly.
