The real problem with ng-spice is that they have collected stuff 
from a variety of sources with trivially conflicting licenses.  
The fact that they have collected this stuff is the value added 
of ng-spice, so there isn't anything anyone can do about it.

Everyone involved wants it distributed, and would certainly 
agree (that it is ok to distribute) if asked.  None of those 
involved would complain, so it is safe to distribute in the 
sense that you are complying with the intent of all of the 
contributors.

The problem is that certain distributions (Debian) insist that 
they must be absolutely strict inside to preserve the            
right to assert a license outside.

Sometimes following legal documents to the letter has undesired 
harmful consequences.

This one points out the importance of using a popular license, 
rather than making up your own.
