Page 1 and 18 show dip ordering.

And the index mark refers to the bar on the top.  So placing the component top side up and the bar to the left.  Pin 1 is the left most pin closest to you.

The bar in fact is adjacent to pin6 as well but apply the dip ordering and you'll be safe.
