I uploaded in the contrib directory of the gEDA FTP site a converter from 
OrCAD v4.1 (SDT v1.10) symbol library. The utility is very simple, but 
does a decent work on most of libraries and symbols. There is space for 
enhancement, if someone found this utility useful.
Now support both symbol file format, pre-20020825 and 20020825, with new 
attributes.
Also, there is a homepage for the utility (only in italian for now, sorry, 
but the tarball of the sources contains instruction and code in english), 
that is:
