Note that modern systems won't read ~/.Xdefaults by default; the
startup code for the desktop copies the resources into the display
itself (so they're accessible from other machines).  Read up on the
"xrdb" command; you'll need to merge the new resources into the
display or, like I do, delete the display's resources so it reverts to
using .Xdefaults.

Or, put Pcb in /usr/X11R6/lib/X11/app-defaults/Pcb (or wherever your
app-defaults are installed).
