You can't always tell if the cables are miswired, or if there's an open conductor, which one it is.
You can by knowing the length of the cables; since light in a vacuum travels about 1 foot per nanosecond, and you figure the average cable length is 6 feet, an open OR a short in the fourth pair will occur between 18 and 24 ns from the initial ping.
