gEDA-user: Can someone explain this footprint?



I'm having trouble defining a footprint for a 1206 smt reverse mounted led.  My trouble is defining the footprint to the spec yet maintaining 4pcb's footprint requirements.  If I understand this footprint I think I'll be able to define mine.

Here's the one I got from geada symbols:

This defines a reverse mounted led. I got this from

From this aren't the pads inside, or on, the hole created by the pin? Wouldn't the annular short the pads? How I read this is, you have a 6 mil thick annular with an inside diameter of 130 mils.

Also, the way I understand the mask isn't the mask inside the annular?
