Sure, it would be great to have some more complete UIs for PCB.
Meanwhile, there is the method of creating  menu pulldowns for action commands
like FreeRotateBuffer().  Perhaps if you document a good set of menus, it can
become one of the ones shipped.  For now, only one is shipped.  There's plenty
of talk of shipping more.

Creating  menu pulldowns for action commands isn't hard -- I've done some.
How about you next?  If you do, I'll test them in the next two weeks.
