For some reason I can't reproduce this. I tried to move the components 
while selected, just after I switched its layer with [b] in any combination
I could think of. However, I see the circle in Q42 of test.pcb consistently 
shown the wrong way. 

This wrong arc shows up in gerbv, too. So it does not seem to be a just 
a glitch of the display on the canvas.
