gEDA-user: PCB Thermal finger width

The pcb documentation specifies that the Thermal Scale parameter
specifies the width of thermal fingers based on the annulus width.
However, I've noticed that the clearance is actually used instead.

I think that using the annulus width makes more sense. What is the
intended behavior? I'm using pcb-20070912 lesstif.
